Reginald Monk-Jones was born at Hastings on 31 May 1891, the son of the Rev. William Monk-Jones. He was educated at Liverpool College and Dulwich College, of which he was a senior scholar, and later at Brasenose College, Oxford.
Joining the army at the outbreak of war in 1914, Monk-Jones served with the East Surrey Regiment and later the South Lancashire Regiment in Egypt and Salonika. In 1919 he joined the staff of the Air Ministry where from 1921 to 1924 he was Private Secretary to the Permanent Secretary. He was promoted to Principal and then from 1937 to 1951 he was Assistant Secretary in the Air Ministry and made a C.B.E. for his service during the Second World War. He died on 1st Nov 1954
